The dream team is build by buying players which dont look great at first sight but are young. If a player is young and has a rating of 70+ he will be great. Here is the best team you can assemble. They will all go above 90 in one season.
Formation:4-1-2-1-2
Defence:
GK neuer defenders.
RB-sergio ramos,daniel alves
CB-mertesacker,alex,terry
LB-bale
Midfield:
CDM-j.O.mikel,M.Essien
RM-jesus navas/c.ronaldo
LM-silva,ribery(actually he is RM)
CAM-nasri,rakitic fabregas
Forwards:
L.messi(must buy in 1rst season)
aguero(atletico)
benzema
v.persie/podolski
Warning:
Dont buy p.lahm, he may be 86 in the first season but u need to place him in a formation which has a LWB position or he will have an overall of 77. Dont buy rooney,kaka or ronaldinho kaka is still alright but the other 2 have really high wages and they will deplete your budget througout the season. Do not buy buffon-he is 2 old.
Become coach of a team with a moderate budget 30 000 000 will do.upgrade the negotiater to level 10. Then buy the best free agents and sell them. Easy money. You may keep the real good ones. I had luck lots of times. I got nasri, c.ronaldo and cech as free agents.

On the 5th season in manager mode, befor the January Transfer widow or during it, go to search player in Transfer Market and do the following:
League - Any
Team - Any
Attribute - Overall
Min. Overall - 90
Max. Overall - 100
Role - Any
Playing Style - Any
Status - Any
A free agent should come up name dos Santos and he is 22 years of age and Overall 90!
